That doesn't look like a Ford 4V timing setup.
Looks like a BMW head I saw on a Beemer forum recently where the guys had to nearly strip the motor to get all the sludge out. He went nearly 80k w/out an oil change to get it that bad.
I know it's a pain in the car but I bet it is the gaskets for the spark plug wells letting oil seep through. That would mean time to pull the cam covers and replace some gaskets.
