Here are the top 5 Dodge Neons (non-SRT4) on the "Dragtimes" site. The guy with the 10.35 @142 MPH does it with a 2.0 DOHC, headers and a 250 shot and is number 4 on the list. His 60 Ft time is dorked up. All are '97-'99 Neons.

1) 9.846* 145.050 6.454 114.780 1.581 Dodge Neon Sport 1997 Steve Lockett
2) 10.010 138.000 1.300 Dodge Neon 1998 Ed Carpino
3) 10.240 130.000 6.600 117.000 1.840 Dodge Neon ACR Coupe 1998 Len Ayala
4) 10.350 142.000 45.000 Dodge Neon sport coupe 1999 Eric Duncan
5) 10.710 124.000 6.860 104.000 1.560 Dodge Neon Highline SOHC 1998 Kevin Flint

Very interesting that the fastest Neon SRT-4 ('03-'05) is not as quick as the top 5 above

1) 10.745* 129.900 7.048 104.930 1.700 Dodge Neon SRT-4 2003 Pablo
2) 10.967* 133.490 7.237 102.900 1.816 Dodge Neon SRT-4 2004 Lon Burling
3) 11.100* 128.380 7.210 100.120 1.791 Dodge Neon SRT-4 2004 Roberto Quintero
4) 11.273 127.570 7.314 101.615 1.892 Dodge Neon SRT-4 2003 Dennis
5) 11.363* 124.326 7.405 98.785 1.794 Dodge Neon SRT-4 2005 Corey Claflin

Was wondering if he was younger. Since they tend to stretch the truth about their mods.

Lol. Come on my way and you will start believing things you never believed before! There is a 730fwhp civic in town. It gets no traction until third then here it comes. The guy has done 9.30 @ 168mph.

On the street is a good roll car when he sets it on boost by gear. Otherwise is worthless.

An SRT4 neon (not R/T, unless he swapped a turbo motor into one, which seems even more stupid honestly...) can be a potent performer, but the FWD is just SO counter intuitive to going really fast that it's absurd.
There.....fixed it for ya!

He's made 687 HP?
Like you said:
How does he possibly hook it up for any reasonable 60 FT?

BTW: How many times can that engine make 687 HP...2 maybe 3 times?
Then....BOOM!

I don't think the motor is the problem for those cars, those 2.4s are pretty capable, I'm just curious what 2.0 motors they are using for a swap, if they aren't maybe Mitsubishi 4G63s, which are also VERY capable engines.

I'd be far more worried about the front end suspension and powertrain parts, I've heard those get absolutely torn up with any amount of power on those cars.
