Sorry i wasn't clear enough im not too good with cars. The pieces on the car that are used to hold the housing are broken off? Are the side markers attached to the header panel?

Do you mean the header panel itself was damaged? The header panel is the part that runs across the front of the car which is used to house the headlights, grille and side markers. Or just the back part of the side marker where it attaches to the header panel?

Ok yes the header panel itself i think is damaged. My side marker has all the stems still attached but now there nowhere for me to put it back un without it hust falling and hanging. My headlight is also loose now. Its not falling out but it does have movement.

At CrownVic.Net there is an article that someone completed about the side marker lights on Crown Vic, however I think you need to be a member to watch the video.

Thanks a lot that is useful. Will that header panel fit like the oem? Ive seen on here that some people have trouble with aftermarket parts

Yes, a OEM header panel will fit better. Your best bet is to head to your local junkyards and try to find a header panel from a 2003-2005 Mercury Grand Marquis, which is the exact same part. (Just be aware that a Ford Crown Victoria header panel will not work). There may be a member here that has one for sale. The next best choice would be to try to find an aftermarket header panel on eBay or Amazon.
One OEM option: http://www.tascaparts.com/mercury/marauder/3w3z8190aa/2003-year/base-trim/4-6l-v8-gas-engine/body-cat/front-panel-scat/?part_name=front-panel
One aftermarket option (there are plenty more aftermarket ones available out there): https://www.ebay.com/itm/331654641606

Several other parts have to come off to replace the header panel. Bumper cover, grille, headlights, side markers. Then loosen the bolts at the front part of the fenders and spread the fenders out. It's hard to spread the fenders far enough to get the header panel in and out, but it can be done without removing the fenders. Best bet is to find a MM or GM that is the same color as your car which is being parted out. Avoids a trip to the paint shop and saves time & money.
If the visible part of your header panel isn't damaged, I would pull the headlight and marker light to see what is broken and try to fix it with big washers under the studs and/or gorilla glue to reattach broken pieces.

Although OEM will fit the best, if you need to go aftermarket look for CAPA-certified parts. Anything else will likely fit poorly or at least require "adjustments" to fit.

Not only does OEM fit the best but the surface is much smoother. We use aftermarket at work for the cabs, and the surface looks like crap. I'm sure a body shop could make an aftermarket one much better, but with more labor time.
