The low beam headlights are inoperative.
I can apply the high beams by pulling the turn signal lever to the rear.
I was wondering if that is the Lighting Control Module.
Thanks
John

Most likely yes. Have fastblackmerc repair it for you. If you have never had it replaced by Ford, you should try to get a replacement under the warranty extension. Do not let them cut into your wiring for their hack repair.

There is certainly NOTHING wrong with "constant high-beams"

Thanks - Will call Ford in AMBe careful. Ford's "fix" will consist of hacking up the wiring. Find out how they do the fix and if they do the hack method, just do it yourself with a rebuilt unit from Flastblackmerc.

Do NOT go to Ford for LCM. They will not replace it, they will do the new "fix" and absolutely destroy your wiring. 1st confirm the problem is the LCM. I have many times seen both low beam elements on the bulbs go at the same time. There are also fuses and relays in the system. Diagnose, don't throw parts at it. If it ends up being the LCM then have FBM fix it for you.

If you have never had a LCM replaced by Ford, .The LCM manufacturing processes were revised to address the defect condition and Ford has been conducting a warranty extension program to cover defective LCMs since late 2013.Under the recall Ford will replace any remaining defective LCMs in recalled vehicles with remedy LCMs. See NHTSA recall 15V-861 for further details on the safety recall. If you have had one replaced, then they due the wire hack.

Not at all!
In fact, I'd pull the fuse on my low beams, if I could look at those 'High Beams' all day!
LOL

These are my new HID high beams...
do you like them!?

Ford stopped issuing new LCM's as it was too expensive, the new process is to splice a bunch of relays into your wiring. Read this thread

@OP your LCM is most certainly dead, if you give it a swift kick you can usually knock the relay back into place inside in order to get the lights to come on for a while, pretty common panther lifehack. Friend of mine had this problem years ago on his crown vic sport and had to kick his headlights on every so often while waiting for the local Ford dealer to get LCM's in stock to do the original recall.

I just gave the lower dash a smack every once in awhile and got by over a year before I fixed it. Yep, lazy.

Where do you kick-smack? My tail lights are noe intermittent :(. .

First time the "went out" I went out next AM to repair-replace bulbs, look for short or bad ground etc... and they "worked fine."

Now three weeks later, no tail lights again (brake and all other work fine).
I assume this is LCM related too?

The LCM controls all the lights except the STOP lights.

The left & right LO beams each have a fuse in the passenger compartment fuse panel.

Not unusual for both HI or LO beams bulbs to go out at the same time as they are both used equally.

There are 4 relays inside the LCM. I replace 3 internal relays with upgraded 15 A units. I replace the headlight relay with an external 40A relay - easily replaceable if needed.

The current Ford LCM fix is to hack the wiring, bypassing the internal headlight relay. I've heard of many lighting issues related to the current repair.

I also have a unit that is repaired that I can send out if you have a daily driver. I will require a core charge ($200.00) that is refunded once I get the old LCM back. I have repaired 400 or 500 LCMs.

PM me if anyone has any questions.

The Ford "fix" is a fustercluck of a circuit sammich. Have the relay replaced by a member here and you'll be taken care of properly.

Yes, LCM related.....

LCM controls ALL the lights except the brake lights.

My LCM is working perfectly fine, plus I have the external relay harness, plus I have projectors retrofit. For some reason now I want to send it to FBM just to get it upgraded.

With my repair / upgrade you'll have bullet-proof headlights and lighting.

Update
The LCM was defective.
It was diagnosed by mustangeddie and repaired by him.
If you need parts I would buy from Ed. His prices are fair and description is accurate.
Thanks Ed.

Easy fix to solder in a new, external relay to repair the LCM yourself, if you're so inclined.

I used some power window relays I salvaged from an '80s Lincoln, which I had in my junk stash for something just like this.
