Once I had a major roadway closed do to an accident. I had a double row of flares across the entire roadway ( directing vehicles to the off ramp ) and several cars with highway lights a safe distance behind the flares. One motorist drove right over the flares and when questioned he stated " he didn't see the flares or the Police vehicles". It takes all kinds and he wasn't intox.
