Adjusting Foglights

Help guys, one of my foglights is brighter than the other and I want to adjust it, but there doesn't seem to be easy access to the foglight (my Cobra can be adjusted fairly easily) anybody had to adjust ther foglights?

One thing that will help, the bottom side of the bumper under the light is velcroed in there. Pull it out and you can get your arm in and reach the screws.
