Michigan Secretary of State has something like that for really ordering personalized plates online. It lets you know if a plate design is available.

PA makes you pick three choices, by mail, then if they're all taken, go through the whole process again. Hopefully they'll change over to your system soon, as it's so much better.
Sometimes you can get a friendly LEO to "run" a plate, but if it's not issued, he gets a ration about why he made the inquiry.
Back to Mac's plates. We have one for the Feature Car "SUNSHINE" and it looks pretty cool. A few times we forgot to remove after a show and drove home with it still on the car. Luckily we never got stopped.

There's a story behind how I got it, I'll save that for Looseville...

*I've used acme's label maker (http://www.acme.com/labelmaker/) before ( in fact that's how I crafted the "Victoria" below) but didn't know about the license maker.
