m4a is an UNPROTECTED MPEG 4 file. iTunes can convert them, but as with any program, converting files will result in a loss of sound quality.
If you're talking m4p, however, you're cracking protected files, and are clearly in violation of the terms of agreement you entered into when you downloaded them.
And yes, companies are using the DCMA to sue the bejeebers out of the folks stripping off copy protection, so be careful :D
