If you read the article.

The intake is designed for optimum use in the 2500 to
7500 RPM range. It features plenty of material for
porting very high horsepower applications. These hi-flow intakes work well for forced induction applications.

To me the car is would be a tad slugish till then unless you had some sort of forced induction.

Yes, definitely need a centrifugal with or without a belt to take advantage of that intake.
Do you think it would be streetable for normal driving?
