hey, got the problem undercontrol. my master tech found out what the problem is. its a recall through Ford's Oasis programs. The special service message number is: 16941. Its for 2003 Crown Vics, Garnd Marquis, and Town cars. Basically there is a hestitation or surge from 30 to 60 MPH. Its a problem with the fuel pump. on the left side of the engine, take off the fuel pressure sensor and drive the car. you'll notice that the car will stop surging and will run smooth. it will howerver try to die at idle. Do not try to drive the car continuously without the sensor. Take your MM to the tech and have him test it and give him this number.
I can fax you the page if you would like more information.
Hope this helps.

Welcome to the group. Great info you've posted there. This might explain why some are complaining of surging even after having the latest s/w updates!
If anyone can provide more detailed info on this bulletin, I'd appreciate it.

Hold on one second everyone, it's not clear to me what Silver means by "surging throught the gears." If he's only at 650 miles, he may not be well versed in the natural behavior of the MM.
Silver, when you describe this "surging", are you into WOT? If so, it's the natural behavior of the MM to rocket forward in speed and climb fast in RPMs once you hit the power band of the 4.6 DOHC design. Maybe around 3500 RPM, the car just leaps forward and winds up fast, making you want to pull out of the throttle with a WTF? Is this close to your "surging?" If not, nevermind, it's just a thought...

I think I know what SilverMarauder is talking about. I have that problem with mine. We have been trying to find the problem, but now with this Oasis #, maybe my dealer will be able to fix it.
I would like to know if the Oasis # has any specific info about build dates that might be effected by this.
Here is how the problem feels to me:
From a complete stop, or while slowly rolling, when I stomp the pedal to the floor (I don't do that often, yeah right!), at about 30-45 MPH, I can feel the car start "surging". In other words, the car feels great, and then suddenly it feels like it loses a little power, then the power comes back and the car speeds up a little more, then it happens again. It will do this surge 2-4 times. Usually closer to the 2 time side of things. Each surge doesn't last long, maybe 1/4 to 1/2 second, but just enough that you can feel it.
I *thought* this was just in the programming of the vehicle, because I was looking at some of the dyno charts that other "stock" MM owners had put on the site and saw a physical loss of torque/horsepower at about the same RPM range that I was feeling it happen at. If you look at one of the dyno graphs you will hopefully see what I mean.
Anyway, I have noticed mine getting worse as the weather has gotten hotter, so I asked my dealer about it and they couldn't come up with anything, but he agreed that it "felt funny". But, I didn't push them to find a solution for it because I still felt that it was just "in the programming", and that maybe a chip would fix it.
Anyway, I will run the Oasis # by my dealer and see what he thinks. If he does the repair based on the Oasis #, I will let everyone know if it fixes my "surging".
Thanks for the info cobraden4u!

i have noticed this problem too. my wife thinks i am messing around with the throttle while she is reading or writing, it ticks her off and i keep getting in trouble. LOL
This is something to be discussed. As of right now, I think it is the Stallion converter. Let me explain my symptoms. It is never noticeable between 1-2 shift at WOT. It is noticeable between 2-3 and 3-4 between 4000 and 4700 rpms. You can see this pause in power clearly on my dyno graph as well. Compared dyno graphs with another member with the same mods and found the same thing. Talked to Dennis though and he said it was a lock up issue with the torque converter. I will check the Oasis code at the dealer tomorrow. Anyway, what is the fix for this problem?

"SergntMac" thanks for trying to help but my problem is clearly not a WOT ISSUE it is the same as "Butch" describes. Thanks "cobraden4u" will run that oasis # at dealer and see if that fix's it.

Let me know what they say. I have not had a chance to go see my dealer yet about this.

Has anyone found a TSB# for this problem? I did see the Oasis# number above, but I would like to take a copy of the TSB to the Dealer if available.
Mine has been getting worse. I notice it a lot more under light load (going up a hill while accelerating between 30-60 mph). It's worst around 4000 rpm.
TIA

It is not a TSB, it is a "special service message" from Ford. Here is copy and paste of the article:
SSM16941 2003 CROWN VICTORIA/GRAND MARQUIS/TOWN CAR - HESITATION, BUCK OR SURGE DURING STEADY STATE DRIVING OR LIGHT ACCELERATION AT 30-60 MPH
SOME 2003 CROWN VICTORIA, GRAND MARQUIS AND TOWN CAR VEHICLES MAY EXHIBIT A HESITATION, BUCK OR SURGE DURING A STEADY STATE OR LIGHT ACCELERATION AT 30- 60 MPH. IF THIS CONDITION OCCURS, DISCONNECT THE FUEL PRESSURE SENSOR ELECTRICAL CONNECTION AND RETEST. IF THE PROBLEM COMES AND GOES WITH FUEL PRESSURE SENSOR CONNECTED/DISCONNECTED, IT IS LIKELY THAT FUEL PRESSURE VARIATIONS ARE CAUSING THE CONCERN AND THE FUEL PUMP SHOULD BE REPLACED. IF THE PROBLEM IS NOT ELIMINATED BY DISCONNECTING THE PRESSURE SENSOR, THE SYMPTOM IS NOT RELATED TO THE FUEL PUMP AND TECHNICIAN SHOULD CONTINUE WITH NORMAL DIAGNOSTICS. RECONNECT THE FUEL PRESSURE SENOR AND ERASE ANY STORED CODES CAUSED BY THE SENSOR HAVING BEEN DISCONNECTED.
