Looks like it is in Reynosa MX. About 15-20 south of McAllen TX.

Hope they get good gas there!

I think its most likely got to be a US car, just visiting because they never sold Marauders in Mexico, and cars must be 9-10 yrs old before they can import them into the country. My uncle said his buddies were looking to import some 95-96 impalas couple years ago, because they were finally going to be able to do it.
