I have seen a increase in dry filter interest over the last year or so and have asked S&B if and when they will be coming out with one. They are a HUGE company, making filters for many CAI manufactures, Fram and many onthers who rename them, so they have the ability.
Here is some info I got from them:

The Truth About Dry Filters
S&B uses 8-layers of cotton to produce air filters and intake kits with substantially more airflow and radically high efficiency rates (over 99.0%) giving the consumer more power without the fear of engine damage. S&B backs up this claim by publishing ISO 5011 Test Results on its filters and intake kits.
S&B won't release a Dry Filter until our testing demonstrates that the dry filter technology can out perform 8-layers of cotton gauze in airflow while still maintaining an efficiency rate of at least 99.0%. Our competitors currently selling Dry Filters do not share this same philosophy.
S&B attached approximately 80,000 packets of ISO Test Dust to an ad we ran in October's issue of Diesel Power magazine which was sent to the magazine's subscriber base.
