I was just reading through a thread and came across this post:

You will be surprised to know that within the rocker panel is a 1/4 tubualr piece off steel, that re-inforces the cabin. It is NOT that way in P71's or production GM"s or CV's.

I have never heard about this before and was curious if anyone has more information about these reinforcements.

It's actually about 1 and 1/4 inches round and is flange welded at each and and flexible adhesived to the skin. Gets in my dayum way for dynamating, but keeps the cabin and skin rigid in a crash.

A friend recently had a crash and tore up the whole passenger side. It'll get fixed rather than doors replaced due to these reinforcements.

After reading the paragraghs again, I believe that the comments are NOT model specific. It might mean all cars similar to Marauder & Lincoln Town Car, that have the new hydroformed frame, get the reinforced rocker panels. Notice that the article mentions hydroforming the frame as well as the new front cross member. We know that this would include the whole Panther line up from 2003+, including the Crown Victoria & Grand Marquis.
Can anyone confirm if all 2003+ Panther cars have the same reinforcement at the rocker panels?

The online parts catalogs list a part called "Rocker Reinforcement" for the 03+ CV.

It's #3 in the diagram below:

What you are speaking of has been a government instituted mandate since the '70s.
