Heavier congestion could be part of the answer too. You have to try really hard to kill someone in Stop & Go traffic at blistering speeds nearing 5 MPH. :rolleyes:

I found it interesting that after the interstate 55 mph limit was scrapped, that the accident rate went down in the west, where they still drove 70 anyway, I guess they were looking forward instead of over their shoulder.
