Exactly what documents will someone need to register a car previously titled in Georgia that was gifted to someone living in Illinois?

A bill of sale (real or not) to present to the registrar.
...and the title signed in the [Signature of Seller] space.

If it is a newer car and you are trying to avoid the tax, simply compose a letter with the details of the transaction and your contact info.

Zack is correct on the documents, but keep in mind the giftee is still responsible for paying taxes on the reasonable value of the car. Much easier to just sell the car for a nominal amount with no money transacted.

Wrong.
All of the cars i have purchased were well under the market value (due to blown engines and such)

The state sent me a bill (for the balance of calculated tax due) for each and every vehicle as much as 1 year after the sale!!!!!!! :eek:
I had to send in documentation with the actual price I paid for the vehicle.
ie Cashiers check and bill of sale and condition of vehicle.

If you "fudge" the selling price, make sure BOTH sides agree on the "selling" price.

When one goes to the DMV/Title Office is IL aren't their state specific forms to be completed?

Yes. You must pay sales tax whenever you purchase a vehicle, no matter who you bought it from. If you buy from a dealer, the dealer will collect the sales tax then. If you get the car from a private individual, though, you'll need to pay sales tax when you first register the vehicle (http://www.dmv.org/il-illinois/car-registration.php). Even if the car was a gift.
You will need to file an RUT-50 form. This free form is not available online, but you can pick one up at any Secretary of State office (http://www.dmv.org/loading-page.php?mainnav_id=56&stateid=13&state=Illinois&section=Registration+FAQs&url=http%3A%2F%2Fwww.cyberdriv eillinois.com%2Fdepartments%2F drivers%2Ffacilities%2Fhome.ht ml).

They seem a little rough as compared to NY.

I avoid buying cars without titles for that very purpose. SC and GA laws are as screwy as potted meat. I have bought cars that way and had to buy other cars that were totaled or burned out to swap the vin's and get a title. I still have a box of titles with vin tags ready to go on GA cars. You would do well knowing some scum at a junk yard that can give you vin tags with dead title and make a switch..:cool:

Gift me a car and I'll let you know :lol:

If it is a immediate realitive, 15.00 tax to Il dept of rev. About 80 dollars to title and register. Just did this last week.
RUT 50 is the right form, along with the sos form "application for vehicle transaction(s)" will get the job done.
