I believe that is an experimental warp necell to obtain speeds over 55 miles per hour.
Not to be confused with impluse engines that are directly tuned with the drivers radio/stereo bass level.

My neighbor, an avid motorhead and restoration fiend, reads strings from here when I point them his way, and his synopsis of WTF is it? was pretty funny, and he couldn't believe that nobody else had suggested what the part was. WTF is it? Why, it's a hemorrhoid! Thanks, Chris!

It is a thermos charged expansion conductivity chamber.

It is essentially an acoustic resonator to reduce tail pipe induced vibrations. It works by restricting the exhaust that goes thru the tail pipe. Funny thing is it is only needed because the tail pipe diamteter is too large.

A simpler and cheaper solution is to by an exhaust with a smaller tail pipe.
