Sounds like he wants some stealthy high power driving lights.

When in the Marine Corps we used aircraft landing lights, I can't remember how we did it because, as I remember they are 28 Volt DC. (They were the right price, and bright as hell.)

Back in the 70's and 80's I always bought cars that had 4 headlights and replaced the high beams with aircraft landing lights. If you've seen or had them they made you a believer,if you haven't you've been missing something, they would literally turn night into day.The only problems we had were the most we had were 60 amp alternators and they drew some serious amperage, and they got HOT! They were designed to be used at 150mph and at that speed they were fine.If you stood 15-20 feet away in front of the car and turned them on and put your hand in front of the beam you could feel the heat!

A 24v bulb will still light on 12v. Won't be AS bright but still bright. I am tempted to try this now.
