You should (well, not just you, everyone!) get acquainted with a thing called 'Net Neutrality'.

ISP's build a lot of infrastructure using your tax dollars, and now are too lazy/cheap to maintain that infrastructure. So, they are looking to charge you more for that laziness.

The US and Canada have some of the highest Internet fees, and lowest bandwidth caps in the world. (Same with cell phones, but I digress.) Companies should be adding infrastructure if it's overloaded, not charging more for poor infrastructure.
