I'm pretty sure that it was 1996.
My '96 S10 Blazer was OBDII.

1996 was the first required year, but there are some 95's out there that are OBD II, some of the chevy's were converted a year early.

My 95 Cobra does also. I get a kick out of stopping into an Auto Zone and telling them the check engine light is on and watching them attempt to pull the codes through that plug. One poor guy spent 20 minutes and used 2 different scanners before giving up. Most don't try for more than 2 minutes.

1996 MY, but ford Tbird/Cougar/Mark were OBDII in 1994, towncars and some other panthers and powerstrokes were 1995. almost all GM in 1995 had the plug, but were still OBDI. some 1994 powerstrokes were retofitted as part of an emissions recall.

I hope there will never be OBDIII as originally envisioned, as it violates privacy, and explodes the power of big brother. (GPS real-time tracking, remote shut off capability, the ability to be tracked, and ticketed by mail, real-time monitoring of emissions etc.) in reality, OnStar, and SYNC have all that, and its just a matter of mandating the reporting.
