It definitely has to do with the ability to read and judge a screenplay.
After finding that ^ link to the screenplay/script, I now understand why.
If you read the sceenplay from 'Cool Hand Luke'....a GREAT movie....it doesn't read like a good movie at all.

The reverse is also true. Sometimes actors/actresses pass on scripts/screenplays that eventually go on to make movie history. Many of the older "classic" movies that we know were NOT made by the director's 1st choice of actors/actresses. Some were NOT even made by the 2nd string team. But could you ever visualize anyone else but Bogart and Ingrid Bergman in "Casablanca" or Clark Gable and Vivian Leigh in "Gone with the Wind"? I recall that they were all second choices at best. Paul Newman and Robert Redford were NOT the first pick for "Butch Cassidy & the Sundance Kid". Maybe good/great actors can make a mediocre script much better than it would be otherwise.
