Are you talking about the thin rubber 'gasket' that is between the plastic headlight assembly and the metal fender?

My passenger's side headlight's rubber trim is bulged out and I've beeen thinking about glueing it down tight with 3M weatherstrip adhesive.

You can't use your google mailbox images as a URL link, that's why your photo did not show up. With my Gmail account, I usually save them to my "desktop" and then upload them to PhotoBucket.

Whatever you use, make sure it's clean and going to be dry for a day or so for it to set good.

personally, i would get a new headlight. gluing rubber to your paint with a high strength glue would be quite bad. if you refuse to buy a new headlight, just use some clear silicone.

Its not the headlight , its the side marker,

remove the light, phillips head screw and a ten mm nut that requires the head light gets pulled, glue the rubber back on to the light with either 3m weatherstip adheasive, black, not yellow. or insta bond from SEM , tape it to the light for a few hours, to make sure it dries, then reinstall the light
