I did a search for this but did not find much or missed what I needed.
The hose from the power steering reservior and the pump is pinched at the reservior. Looks to me as if it is routed around the radiator hose wrong. Or the hose is to long. looks like it is shaped, recalled for one that fits better? I will get some pictures come to think of it, might be a coupole of hours though.
The result of the pinched hose is a noisy pump on startup and of course the pump is probably being starved of fluid. Again I do not have a place to work on the MM yet but think I can swing something on this issue.
all you need is a pliers and some new fluid to re-route the hose.

Guess I should have been a little more clear, I will not have trouble fixing the problem (just finding some place to do it), I just wanted to make sure there is not a design problem with the hose and Ford put out a replacement part or issued a some kind of repair bulliten to fix the problem, or did the PO replace it OEM part with a incorrect part.
Post a pic and we can help you further

Hmmm...I may have to brave the snow and go have a look at mine...I don't remember anything kinked .

here are some shots. I think when the engine was replaced the mechanic routed this hose on the wrong side of that radiator hose. Tried to show the location at the pump in the second picture but it is hard to see.
Definitely should be on the other side of the radiator hose.
