Fuel Gauge seems to work normally in the top half but now the needle doesn't drop under about the3 halfway point.
Is this a float or a sensor or what?
I've never been inside a fuel tank before.

Probably the sending unit, which is inside the tank. The pump, float, and sending unit are all attached to the "hat" which has the electrical connections and fuel hose connections.

Had something similiar occur twice before. Each time I would pour in a bottle of "Fuel System Cleaner" like Seafoam, and a tankfull of fuel with 10% alcohol. Seems to cure the problem after it runs through the engine (about 2 weeks or so).
I suspect there was water (from condensation) reacting with fuel additives which coat the sending unit wires, causing flaky readings.

Most people no matter what they drive would love to have that problem:rofl: Sorry I just had to.

There was a TSB on the sending unit at one point, but I believe it was for the opposite of the problem you're having. Might be worth checking into.
