State farm doesn't want to pay the deductible, Is it possible to collect from the state of Michigan?

Michigan is a no fault state, google it and you can find ok explanations with regard to your options

normaly if the other driver was at fault and insured their insurance would pay, but since it was a hit and bust the hell up! you must pay

You are always responsible for your deductible. The insurance company will try to collect from the other party if possible.
