Gap under headlight/ Tail lights

How to fix the gap under the headlights and under the tail lights? Is it one or just replace the bumpers?

IIRC this topic was discussed years ago and the consenses was that it's the MM valence's design rather than a fitment issue.

I have both a Marauder and Grand Marquis and the difference between them is very pronounced. The GM fitment is much tighter.

Kind of...they are there to allow extra air into the engine compartment.
