I doubt that the government will purchase these for the consumer.

A lot of cars already have them and if I recall it was mostly the Germans who haven't already put the BB in new cars.

Or you can do it voluntarily and get the progressive insurance "snap shot" device which they offer it as a savings. That is until you have a accident or renew your policy, then it's used against you.
