When tires blow you often see the vapor cloud. The sudden release of the air thru the blow out chills and creats the vapor cloud - same principle as expansion valve in a/c.

Could have been powder cloud also. When dismounting tires you sometimes find one with a small amount of talc like powder in it. Small amount of powder makes a big cloud in blow out.

Being a large vehicle tire it could have had balancing media (Equal) in it. The stuff is a fine powder.
