Dry ice bombs are the sheet, and you can buy dry ice for a few bucks without any sort of license.

You want to have some excitement with liquid nitrogen. Well imagine taking a Bio hazard plastic container for shipping and placing 5 7ml tubes of monkey blood inside then placing 'Dry Ice' inside with it and sealing the container.

My advice run........
