Yep,
They definitely saved a bunch of coin on production costs by utilizing present day Detroit!

The City was probably begging them to blow up old, rundown buildings!

I have heard of Paul Verhoeven. but never heard of Jose Padilha (director of new Robocop). sorry if my answer seemed like I had never heard of Verhoeven before.
