It appears to be a Ford product..fiesta/fusion or other european model that is doing the impersonation of a bobber.

The little white car (VAZ?) looked like he just opened to door to let all the water out and kept on going. :)

The bobbing Ford product probably ended up hydrolocked...the front was too far under water if he still had the motor running.

Those goofy Russians.... :lol:
