I am having an issue with my turn signals sometimes blink fast but go's from normal to fast at any given time. Is this part of the LCM or maybe something else?

Flashers blink rapidly when there is less resistance in the circuit.
Causes:
Burned out bulb(s)
Loose bulb(s)
Corrosion in the socket(s)
The rapid flash will also occur when replacing the incandescent bulbs with LED bulbs.
The fast blink is designed to alert you that one of your bulbs is burnt out. But anything that reduces the current draw by the circuit can cause them to blink fast. Problems with the LCM can also cause the rapid blink. You can bypass the LCM's internal flasher with a standard flasher. There is a write up on Crownvic.net on which wires to cut to attach the standard flasher socket to.
