Due to the recent flood of related threads:
I want to consolidate info from members with experiences specific to their state inspection.
Please keep it simple, list:
1. what state you're in
2. your states requirements are (if known)
3. what system(s) had an issue, what 'status' was it reading
4. any subsiquent methods that resolved your issue.
Intent is NOT to 'cheat' the test, but learn current state requirements, share causes/corrections in a 'fail' condition.
The 'drive cycle' topic is in many other threads. Please don't clog with those details. Abbreviate with 'perform drive cycle and retest' or something brief.
Someone get it started please, thanks!

To pass the emissions test:
2000 model year vehicles may have a maximum of two (2) “not ready” non-continuous monitors.
2001 and newer model year vehicles may have a maximum of one (1) “not ready” non-continuous monitor.
If the vehicle failed the emissions test with a catalytic converter-related diagnostic trouble code, the vehicle’s catalyst monitor must be “ready” to pass the retest.
Your Vehicle May Be Eligible for a Waiver if:
You have spent at least the following on emissions repair costs (including labor and materials):
$855 for a vehicle five model years old or newer
$755 for a vehicle six to ten model years old
$655 for a vehicle more than ten model years old

Wisconsin - other than SE counties: Milwaukee, Kenosha, Racine, Waukesha, maybe a couple I missed = No emissions testing.
I'm in Walworth Co = No emissions testing. :D

Virginia, Fairfax County near DC
Tap into the OBD2 port, look for several things, can't remember sitting at pc, gas cap for sure
Pass/fail, use to (10+ years ago) have actual numbers
I think most rural counties in VA do not have emission testing

If I recall from my searching, all emission states follow the Federal EPA guidelines now.
You will get misinformed information from some here. They mean well, but it's like telling someone something and hearing it back 50 people later.. Not too mention some haven't been emission tested since 1-1-14 when most or all got on board with the EPA.
Best of to do your own research right from the source.

1995 and older (OBD-I) cars, no emissions test, safety only. Visual inspection for cats, EGR, etc. $29.

Colorado - certain counties (near Denver) use emissions testing. Other counties don't. Test includes testing gas cap, checking OBD port, drive cycle and visual inspections (for cats mostly, I think). Mine passed the drive cycle but the gas cap failed. Put on new cap and retested. Then it failed NOx high. Still trying to figure out why but suspect bad thermostat.

New Jersey:
NJ-DMC computer terminal is plugged into car on-board computer. Technician presses the start key on the DMV computer. The computer sends errors to the car and waits to see if the car can correct and clear the error. If yes...you pass.
All lights are tested, along with paperwork (registration & insurance cards).
This replaces putting car on a chassis dyno, while testing emissions lights, steering alignment, and brake equalization.

Minnesota no inspections or emissions testing. The tried it in the Minneapolis area 15 years ago, but gave it up completely as a lost cause

CT: Every 2 years for vehicles less than 25 years old. OBD2 equipped vehicles get plugged in and pretty much guaranteed to pass if there aren't any codes. Prior to that, sniff test with wand in the tail pipe

All systems passed.
Guy said my black is the single cleanest burning car he has ever tested. Cleaner than brand new LEV Honda's by something like 10X he claimed.
I didn't undue/alter tune or anything.
Took my Silver back to same place with same outcome, Silver second cleanest he had ever seen.

Hey chief, I started a thread yesterday, I went and Smogged the new car, it passed. So as I stated in the thread, a Trilogy Marauder will pass Nevada Smog check.

It seems some were tuned with monitors on, others found them turned off.
Yours must be on!

Then it failed NOx high. Still trying to figure out why but suspect bad thermostat.
A lot of times I have found that high NOx can be EGR-related too.;)

Thanks. I did some research and the EGR is second on my list. Going to change the thermostat anyway because I am pretty sure it has stuck closed a couple times after sitting for a couple weeks.
I'm open for other suggestions, too. It's too cold outside here now (and that funny white stuff falling from the sky...), so it will be a couple more days before I get back to it. Got my new 180 deg thermostat and bought coolant. Going to flush it out at the same time and check the EGR. Can the EGR be cleaned or is that even recommended? I understand there are a couple sensors in the EGR, making it expensive to replace, and I'm guessing delicate to clean...

Followup:
Had the thermostat changed and the cooling system flushed and burped (old thermostat was sticking occasionally). Even though I put in a 188 deg thermostat, it is running noticeably cooler (now 200 to 205 deg steady), confirming my suspicions about the old thermostat.
Had them check the EGR while they were at it and it checked out ok.
Put in 1.2 gal of E85, swapped in a slightly more conservative tune and had it retested. It passed with very good numbers this time.
Passed. Running cooler. win-win.

I'm reading more states every year are introducing invasive OBD2 monitor type testing. Gee, think it has to do with Earth air, or money?:confused:

Virginia emissions are required every other year and only apply to locations in Northern Virginia ....

Your vehicle must meet Virginia's emissions inspection requirements if it is garaged in one of the localities listed below:
• Counties of Arlington, Fairfax, Loudoun, Prince William, or Stafford
• Cities of Alexandria, Fairfax, Falls Church, Manassas or Manassas Park
Inspections are valid for two years and may be obtained by having your vehicle inspected by a certified emissions inspection station. Your DMV vehicle record will be updated automatically by the emissions station when you have your vehicle inspected. Results of the inspection are usually transmitted to DMV within 24 hours.
No vehicle subject to an emissions inspection will be registered or re-registered by DMV until it has passed an emissions inspection or has been issued an emissions inspection waiver due to repair costs that exceed a repair cost threshold. "
Virginia also has mobile emissions units that are periodically deployed to high volume locations such as interstate exit ramps. Sensors are placed on opposite sides of the road so I assume that it operates using lasers and some kind of gas-spectroscopy. Readouts are near instantaneous since the unit is equipped to take a photo of the offending vehicle license plates. The set up must be geared toward finding the really bad emissions junkers.
