If he makes a lot of short trips the engine and oil don't get hot enough to sweep all the moisture out of the oil through the PCV system and the moisture condenses as that white goo....my Marauder has had small amounts on the cap too!!
Check the PCV valve and make sure it is clean and working too......drive it and get it good and hot on a long drive and most of that should disappear!!
I'd change the oil frequently in it too.........short trips destroy the oil (and engine) with moisture and fuel dilution!!:shake:

Year and Engine? Miles? Might have a bad head gasket. That looks pretty bad. Pull the dipstick and if it looks like that do some serious investigating.

Moisture in the oil. Need to get the oil, engine and exhaust system hot enough to burn it off. As stated, many short trips will cause that.
Although it's possibly a blown head gasket, if the engine is running fine it probably isn't a bad head gasket.

Honest Jack is 86 and basically drives about 2 miles round trip to have coffee, biscuits&gravy and good conversation each morning at Hardee's with the locals. I'll keep an eye on it and buy him a tank of gas and give him the ok to put some road miles on it. Thanks.

That "crap" is normal during cold weather operation. It's a combination of PCV (crankcase) fumes and moisture condensation.
The milky portion will disappear when the weather turns warmer, however, the oily fumes will continue to be passed into the intake unless an oil catch can is added.
The setup on my 2011 F-150 5.0L ...

There are no OEM oil catch cans. Aftermarket or roll your own.
